This is Carny the Clown, aka Carny C. Carny, played by Harry Levan. The character started on Gene Crane's "Candy Carnival" which originated out of Channel 10 and was broadcast live over the CBS Television Network. Eventually Carny got his own show on Saturday mornings at 10 am on WCAU-TV.

Carny, like other shows of the era, had children on the program. One Saturday (the day before Easter), some children from Overbrook Elementary School in West Philadelphia appeared on the broadcast wearing Easter hats. One of them was Broadcast Pioneers member Gerry Wilkinson.
