Broadcast Pioneers member Herb Clarke was the weather guy for WCAU-TV, Channel 10 in Philadelphia for four decades. In the early fifties, while in the US Navy, he was stationed at ComPhibLant (Commander Amphibipis Force Atlantic) for eleven months and was assigned to the PIO, the Public Information Officer in Norfolk, Virginia as a radio and TV specialist. He said:

Most of my duties at the PIO were to tape ComPhinLant news stories and film features for radio and TV stations in Norfolk, Portsmouth, Richmond and Washington.

Herb also said:

While attached to the Commander Amphibious Force Atlantic (ComPhibLant), I convinced WTAR-TV (an NBC affiliate) in Norfolk to let me produce, announce, write and host an all services variety show, "PASS IN REVIEW" on Wednesday Nights, from 7 to 7:30 pm for 28 weeks in 1951 and 1952. It was one of the most popular TV programs in Norfolk and featured hundreds of enlisted men and women in the Norfolk area. It was my first venture in commercial TV.
