James Tate was Mayor of Philadelphia when this photograph was taken. He was guiding Vice-President Lyndon Johnson's wife, Ladybird around the city. Bill Bennett at this time was doing "The Bill Bennett Farm Show" on WCAU-TV, Channel 10.
